Undeclared U.S. Policy in Iraq?

In a page one piece published today, the Wall Street Journal suggests that the current U.S. policy in Iraq leads to “an outcome that looks similar to the “soft partition” or federalism.” This comes as a result of a four-year failure of “trying to build Iraq’s central government in Baghdad.”
